I would like to know if the photos should be framed? Also, can i pay for my entrie(s) when i drop off my pictures?

The rules (Info page) say the photo should be framed or matted or mounted on something stiff. It would be nice to mail in a registration, but yes, you could pay when you bring in the art.
Sticker rule is slightly simplified to the following:
Must include an information sticker affixed to the back of the work that gives the name of artist and contact information. Sticker will be provided by the Committee if the artist does not have one already.

Art Contest Rules are all scrunged together and very hard to read.
